The Police Standards Unit (PSU) has charged three top police officers for failing to dissuade their juniors from beating supporters of opposition icon Dr Kizza Besigye.
Prosecutor Detective /Senior Superintendent of Police Catherine Kushemererwa said the Regional Police Commander Kampala Metropolitan Police (KMP) Senior Superintendent of Police Andrew Kaggwa and Force Field Commander, Senior Superintendent of Police Samuel Bamuzibire, together with Assistant Superintendent of Police Patrick Muhumuza, failed to supervise their subordinates, who beat up people lined along the streets to catch a glimpse of Dr Besigye, on his release from a two-month incarceration in Luzira upper prison.
The arraignment of the three top police officers follows the earlier charging of five police constables: Willy Kalyango, Sula Kato, Herbert Muhangi, Moses Agaba and Robert Wanjala and a crime preventer Dan Tandeka, who were charged on the orders of the Inspector General of Police Gen Kale Kayihura
The police administration court is comprised of Senior Commissioner, Denis Odong Odongopiny, who is the chairperson of the court, Commissioner Herman Owomugisha and SSP Suzan Kasingye, and government prosecutor D/SSP Kushemererwa.
