FDC to stage anti-Museveni demo

Forum for Democratic Change (FDC) is set to hold a ‘peaceful demonstration’ on May 5, challenging the election of Yoweri Museveni as President.

Addressing journalists this morning FDC Deputy Secretary General Harold Kaija said that the procession, to be held a week to the swearing-in of Mr Museveni on May 12, will be peaceful and in compliance with the law. He added that the procession will be from FDC headquarters in Najjanankumbi to Nakivubo Blue Primary School in Kampala, at that police will be allowed to determine the routes and venues to be used by the demonstrators if there is a disagreement with the pre-determined ones.

The FDC, which has adopted ‘defiance’ as its strategy to counter the outcomes of the 2016 presidential elections, maintains that its flag bearer Dr Kizza Besigye won the election with 54 percent and the party is demanding an independent audit of the election results.

Meanwhile, by press time, the EagleOnline was unable to get comment from police as spokesperson Fred Enanga did not pickup our repeated calls.

Museveni meets KCCA Councillors over Muwonge petition

President Yoweri Museveni has met Kampala Capital City Authority (KCCA) Councilors-elect over their grievances following a constitutional court petition lodged by media personality Mulindwa Muwonge, seeking to eliminate councilors, divisional mayor-elects and members of parliament elect from of the city.

The President, who was meeting 275 KCCA councilors-elect from the five divisions of Kampala namely Central, Nakawa, Makindye, Rubaga and Kawempe at State House Entebbe yesterday, urged them to remain calm and also to respect the court processes. “You as councilors should not worry at all because it’s not your role to interpret what the law stipulates,” the President said.

He also noted that their participation in the recently concluded elections was clearly spelt out by the Electoral Commission.

In his petition, Mr Muwonge, a presenter with Star TV questioned the existence of various political offices at KCCA, but President Museveni promised to follow up the matter with the relevant government agencies to understand the problem and issues involved.

City socialite Zari Hussien’s South African based ex-husband is the latest culprit for bypassing water supply lines and stealing water.

In Monday’s operations, illegal water connections where unearthed at Ivan Ssemwaga’s posh home in Muyenga by National Water and Sewerage Corporation’s Water Loss and Prevention Unit.

Zari and Ivan have since separated but share the home with their children and extended families whenever they are in Kampala.

Among the many cars found parked inside the home is Ivan’s custom plated hummer registration number Ivan 9 which he was arrested in on December 29th 2014 during a drink drive operation at Kibuli Roundabout.

Our mole intimates that the controversial businessman might be in hot soup with prosecution and jail time both realistic.

“We have a lot of officers in the field. We’re working with the Uganda Police and various intelligence systems to track and arrest these guys,” a NWSC officer said.

NWSC is determined to deal with water loss in the toughest way possible.

Silver Mugisha, the NWSC managing director recently said that the discovery of these cases has been with the help of the Police in arcades, posh houses and other nice looking residential constructions in areas around Kampala.

“Good enough we are working with the Police to net more of the culprits in the area,” Mugisha revealed.

Buganda MPs denounce Speaker Oulanyah as sex bill sets in

Current Speaker of Parliament Rebecca Kadaga (R) and her deputy Jacob Oulanyah.

The race for Speaker of the 10th Parliament has split the 99-member strong Buganda parliamentary caucus, with the majority criticizing deputy Speaker Jacob Oulanyah for being ‘power hungry’.

Oulanyah, the Omoro County MP, had last week named a 24-strong task force to be headed by Godfrey Kiwanda, the Mityana County MP and chairman of the Buganda Caucus, the largest regional grouping of MPs in the House, to decampaign and question the national credentials of Ms Kadaga.

However, EagleOnline understands that a much bigger splinter group led by firebrand Kampala Central MP-elect Mohammed Nsereko and his Kira Municipality counterpart Ssemujju Nganda is instead campaigning for Ms Kadaga as more Opposition leaning MPs also vow to back the Kamuli Woman MP to retain her job.

Available information indicates that Nsereko, Semujju Nganda and a bigger chunk legislators from the region believe the 10th parliament is likely to debate a number of crucial issues including the amendment of the Constitution to remove the presidential age limit of 75 years. Thus, they argue, Kadaga’s stewardship would hopefully help block the motion while Oulanyah is considered a government tool in the House.

Also, other legislators dubbed ‘NRM rebel MPs’ are said to consider this as payback time for Ms Kadaga. They are actively mobilising for her in their respective regions. It will be recalled that the Speaker stood firmly by Muhammad Nsereko and his western friends Ssekikubo, Niwagaba and Barnabas Tinkasiimire, stoutly refusing to implement the wishes of her party to throw them out of the House after they were controversially expelled.

 Lumumba, Odoi enter the mix 

Ms Kadaga’s long time rival, NRM Secretary General Justine Kasule Lumumba, over the weekend recommended that the party’s second top organ, the Central Executive Committee, be given a mandate to vet the potential candidates for speaker before they are subjected to a general vote in parliament.

Sources said Lumumba is a known Oulanyah supporter and is believed to be bankrolling the Kiwanda group in Buganda Caucus with millions of shillings to oust Ms Kadaga.

Her opposition to Kadaga’s reelection is also heralded by the ruling party’s electoral commission chairman Dr Tanga Odoi. The controversial academician under whose leadership NRM encountered its most chaotic and disorganized national primaries last year has reportedly summoned all candidates who are interested in the position of speaker and deputy speaker of parliament to discuss the election road map.

Recently, the CEC met and amended some rules to have the NRM Caucus choose a candidate for the position of speaker and deputy speaker before the swearing in of the new MPs.

To the contrary, parliamentary rules of procedure provide that members of Parliament who want to become Speaker and the Deputy Speaker are nominated by the MPs based on their ability to handle parliament business before they are subjected to voting by all members.

Meanwhile, the effective prosecution of suspects in sexual offenses could become increasingly difficult under the new Sexual Offences Bill, 2016 that was recently tabled before parliament, Kampala Lawyer Yunus Kasirivu says.

The bill, which was tabled before parliament by National Youth MP Monica Amoding, introduces offenses and penalties for marital rape, incest, detention with sexual intent, administering a substance with intent of committing a sexual act, improper sexual activity with persons in custody and prostitution.

Stringent penalties are also proposed in the cases of attempt to commit rape, soliciting and for persons in authority who use influence to have sexual intercourse with their subordinates. The new law suggests sentences ranging from a one year jail term to death by hanging, depending to the magnitude of the offense.

Police, Judges clash over ADF Rebel leader Mukulu

June 8, 1998 is a day still fresh in the minds of many Ugandans. On that fateful day, rebels of the Allied Democratic Front raided Uganda Technical College Kichwamba in Kabarole and burnt 80 students alive in three dormitories. The rebels also abducted more than 100 students.

Less than a year after being arrested in Tanzania, Jamil Mukulu, the leader of the Allied Democratic Front (ADF) may soon be a free man.

Asked why it had come to this, the Judiciary urges that Uganda Police and the Directorate of Public Prosecutions (DPP) have failed to gather enough evidence to pin Makulu.

He is still detained at Nalufenya police post long after he was charged before the Jinja Magistrate Court.

Mukulu was remanded to Nalufenya police by the Chief Magistrate of Jinja, John Francis Kaggwa on the request of eight months ago.

The judicial rules of criminal procedure provide that suspects charged with capital offenses be remanded to prison until the case is committed to the High Court.

The rules also provide that any suspect not granted bail by the judiciary shall be remanded to a prison within the jurisdiction of the court.

ADF announced its existence in Uganda in 1996 with an attack on Mpondwe town at the border with DR Congo. The attack was repulsed after several days of fighting but ADF remained active in the Rwenzori sub-region for many years thereafter.

The guerrilla outfit was eventually weakened but it remains a security threat, recruiting youths in different parts of Uganda and masterminding sporadic attacks inside Uganda and Congo. Over the years, some of their fighters have been captured or killed while others have surrendered and obtained amnesty. But Mukulu, the founder, remained elusive.

In February 2001, Interpol issued a red notice for Mukulu and posted his photographs on its website.

Security then said Mukulu had more than 10 passports, used numerous pseudo names and doctored his appearances to evade capture.

Uganda’s efforts to arrest Mukulu dates back to 2002 when the then army Chief of Staff, Maj. Gen. Nakibus Lakara, said the Government would issue an arrest warrant for him.

In May 2013, Jamil’s son, Hassan Nyanzi, was granted amnesty after he denounced the rebellion and handed himself over to Ugandan authorities.

He had reportedly from the ADF camp in DR Congo in April 2013 and travelled to Kenya from where he connected to Uganda.

Mukulu’s arrest last August came at the time when Kasada Karume, the third-in-command of ADF has been killed following intensive fighting between ADF and the Democratic Republic of Congo (DRC) army, Kinshasa army and the United Nations have announced.

SHOCKER! Baby goat looks like human baby

The above photo might just look like the average young one of an animal you will find on a farm, but there’s something quite remarkable about it.

That’s a carcass of a baby goat.

Don’t get alarmed because this baby goat said to resemble a human baby, has been born in Uganda but overseas in Malaysia.

The lucky or rather baffled farmer Ibrahim Basir, from Felda Sungai Mas in Malaysia’s state of Johor, said he was initially shocked when he found out that one of his goats had given birth to a kid that had the features of a human baby.

He refused offers of money from people interested in buying the carcass and instead handed the carcass to the government to enable it to carry out investigation on the strange-looking kid.

A close scrutiny according to the fascinated farmer showed that its face, nose, short legs and even the condition of its soft body seemed like a human baby, but the light brown fur covering its whole body resembles that of a goat.

He added that despite the features, the kid did not have any umbilical cord.

How Total Boss Twisted Museveni Into Denying Kenya Oil Pipeline Deal

Uganda announced settling for the Southern route to Tanzania’s Port of Tanga as the economically viable oil pipeline exit point as opposed to Kenya.

The Tanga route was backed by Gulf Interstate Engineering study and French giant Total was the major stakeholder while the Southern and northern Kenya routes, were informed by Toyota Tsusho feasibility study and backed by Tullow Oil Plc.

The decision was reached after a series of haggling between Uganda President Yoweri Museveni, counterparts Uhuru Kenyatta of Kenya, John Magufuli of Tanzania, oil companies and major stake holders in the region’s budding oil sector.

In a join communique issued by East Africa heads of State at the 13th Summit of the Northern Corridor Integration Projects, the leaders agreed that two crude oil pipelines be constructed; from Lokichar to Lamu in Kenya and another oil pipeline from Hoima to Tanga in Tanzania, to be developed by Kenya and Uganda respectively.

Uganda’s Foreign affairs minister Sam Kuteesa further confirmed to the media in Kampala that nation has settled for the route and the decision has been informed by the cost effectiveness among other factors.

“We considered Tanga oil pipeline route based on a number of aspects—among them it is the least cost,” Kuteesa said.

Uganda and Kenya signed a memorandum of understanding in August 2015 to construct a joint 1,380-kilometre Crude Oil pipeline from Uganda-Oil rich Albertine graben through Lokichar basin in Northern Kenya to the coastal town (Port) of Lamu.

However, the deal suffered setbacks after Uganda revised it’s decision and duly agreed with its southern Neighbor to commence studies for a possible route to the port of Tanga. Uganda oil learnt that the decision to Tanga route was a motion originated by Total to the Uganda government.

Total’s President Jabier Rielo held a close door meeting with Museveni in July 2015 and according to the communique, the two together with Ministry of energy officials discussed the viability of all route options and the best funding models for the project.

A source from the Directorate of Petroleum who spoke to Uganda oil on condition of anonymity in October 2015, said the nation was under pressure from prospective funders and business stakeholders to look for a more secure and cost effective route for the project.

Total, as a major player among the firms developing Uganda’s fields had raised security concerns about the Kenyan route. A Kenyan pipeline could run near Somalia, from where militants have launched attacks on Kenya. Total also preferred to lead the Consortium in the Pipeline project.

Uganda joins world to sign Paris Agreement on climate

GOVERNMENT TO HELP MOBILISE FUNDS FOR REFUGEES: Prime Minister, Dr Ruhakana Rugunda.

Uganda has joined over 155 countries to sign the Paris agreement on climate where countries pledged to work to limit the rising temperatures and combat climatic change.

196 parties to the United Nations Framework Convention of climatic change in Paris approved the agreement on December 12 2015 after a long process of diplomatic engagements and panel beating over measures to include in the global package.

Prime Minister Ruhakana Rugunda who represented Uganda at the agreement signing ceremony held at the UN headquarters in New York last Friday told the delegation that the signing of this agreement opens a new chapter in the global efforts to put into action the undertaking of curbing climatic change.

“All of us must commit ourselves to carrying this bold step forward by ratifying and eventually domesticating the said agreement in order to give it the necessary legal effect under our respective national legislation,” Ruganda said.

He however pointed out the lack of financing, weak institutional and human capacities to effectively respond to environmental challenges, in most African countries as a stumbling block towards achieving the Agreement goals and called upon developed countries to offer support to Africa.

“This is the context in which we urge our developed country partners that have required means to come in and partner with us in addressing these gaps,” He said.

He added that such countries should significantly mobilize and provide new and additional sealed up financial flows, support enhancement of scientific and technological innovations, and increase assistance for human resource and institutional capacity in Africa to enable a full implementation of climatic change actions.

Uganda’s strategy.

The Prime Minister announced to the delegates that Uganda has taken various actions to operationalise some relevant commitments under the Agreement.

A full integration of measures to address the effects of climate change in the long term aspiration has been put in  ’Uganda vision 2040’ and the second National Development Plan (FY2015/16-FY2019/20) ,and that the government has prioritized climate change among the issues to address over the next five years.

This ,according to Rugunda ,will be a achieved through building a sustainable green economy with focus on increased use of renewable resources of energy ,restoration of degraded ecosystem and demarcation of critical wetlands and forests boundaries.

The Agreement.

In the agreement, all countries pledged to work to limit the temperature rise overall below 2 degrees Celsius .The period of signature will remain open for one year and each country, upon signing  must also submit a proposal plan for action on the agreement to officially ratify the Paris Agreement.

Makerere University suspend Stella Nyanzi

As expected, the Appointments Board of Makerere has suspended Dr. Nyanzi with immediate effect pending investigations.

Dr Nyanzi hit headlines on Monday, when she stripped to get her office at the Makerere Institute of Social Research opened. MISR director Mamdani had locked the office after Nyanzi repeatedly refused to teach on the institute’s PhD programme.

The committee investigating the row, chaired by Prof David Bakibinga that was instituted on Tuesday by Makerere Vice Chancellor has Friday evening delivered their report leading to the anthropologist’s suspension.

The university regulations, one lecturer said, forbid staff from conducting themselves in a manner likely to negatively affect the university’s moral standing. University staff are also forbidden from inciting students to protest without substantial grounds.

Why UPDF Soldier Killed 7 Civilians

Seven people are confirmed dead following an attack by a soldier of the Uganda People’s Defence Forces –UPDF attached to 307 Infantry Brigade Headquarters at Mburamazi in Kanungu district.

The incident took place last night when Lance Corporal Moses Katoko reportedly shot indiscriminately at a people along the way to Kihihi trading centre after escaping from his duty station, with his fire arm after a domestic fight with his wife.

Lieutenant Fidel Mashumbuko, the UPDF spokesperson for Kigezi region says that the shooting spree started at around 9pm when Corporal Katoko trailed his wife, with intentions of harming her. He was then followed by a group of soldiers on a mission to apprehend him.
