Uganda National Roads Authority has sacked three employees for reckless driving.
In an internal memo dated January 13, which Eagle Online has obtained, UNRA’s Director of Human Resources Jennifer Kagawa wrote to all employees communicating the sacking of the three.
According to the memo, the three are allegedly to have driven officials’ vehicles without permission and thereafter caused accidents through reckless driving.
The three are a one Julius Ngabirano, a station manager, Moses Wafula Alego a maintenance technician and Sam Mwasa also a maintenance technician.
“The MDC in the month of January 2018 heard a total of five cases, two of which attracted 15 day disciplinary suspensions without pay for violating section 15. 4 (b) (vii) of the HRPM. In accordance with section 15.5 (c) (e), they will be issued with final warnings upon return and shall be liable to dismissal upon committing further infraction however minor. Three cases resulted into termination.
UNRA has sacked more than 200 employees with upon the entry of the current Executive Director Allen Kagina with some of those that were sacked
In September 2016, UNRA sacked its entire staff in the then new arrangement which the Executive Director Allen Kagina said aimed at enhancing efforts to fulfill its mandate of developing, manage and maintain the national roads. The process affects 886 employees in and out of station.
Kagina, describing the development then as a board of directors’ decision to undertake a comprehensive review of the performance of UNRA said the resolution takes immediate effect.
However, in 2016, the Inspectorate of Government was petitioned by a whistle blower over nepotism at the roads authority. It is alleged that relatives of a top boss at UNRA where given jobs which they didn’t qualify for. The IGG confirmed the investigations but up to date, the inspectorate hasn’t released its findings.
Munira confirmed investigations were underway but said the inquiry is still at a tender stage for her to divulge details. “We are working on it but as you are aware, we only received the complaints two weeks ago but investigations are going on,” Ms Munira said on phone then.
At her inauguration Kagina promised the country that would be delivering 2000 kilometers of tarmac per year but three years down the road, she hasn’t delivered even half of the promise.
