There is a growing sense of optimism amongst Cranes players and Ugandans that this could finally be it.

Yes Uganda have come agonisingly close since 1978, when they were 2-0 losing finalists to hosts Ghana.

When they have not fallen short by a point, it was goal difference, and when they finally picked up the otherwise elusive away win, a 1-0 away victory in Guinea Bissau in the 2012 Afcon qualifiers, they bottled it at Namboole in a goalless draw with Kenya.

Yet, despite several falls over the years, Ugandans continue to hope, and now they have even more reason to anticipate given that the Cranes find themselves in a little different situation.

Another away victory has already been picked up in Comoros, but more tellingly is that coach Micho Sredojevic’s men lead Group D of the 2017 Nations Cup qualifiers with maximum points after two matches, the first time this is happening.

And with Comoros beating Botswana 1-0 on Friday to leave every team in the group with at least a victory, Uganda could make a huge leap closer to Gabon 2017 with three points off Burkina Faso on Saturday.

Head to head

The two teams have met four times winning once each and drawing the other. The two draws have come at home; 2-2 in the 2006 FIFA World Cup qualifiers and a goalless international friendly.

Uganda Cranes win came at the 2014 CHAN finals beating the Stallion 2-1 thanks to a brace from Yunus Sentamu whilst Cranes their last and only visit to Ouagadougou 2-0.

Burkina

Faith

A win for Uganda would see them open a six-point lead on the Stallions, Comoros and Botswana, and with the reverse fixture just three days later in Kampala; the Cranes could do what they have failed in 39 years in just four matches.

The boys and their coach believe. “I feel motivated to play this game,” said Cranes midfielder Tonny Mawejje, who scored Uganda’s goal in the away victory over Comoros,.

“I have this strong a feeling that ‘we, beat Burkina Faso and we are in the promised land.’”

US-based Colorado Rapids midfield star Michael Azira reckons collectiveness will be paramount.

“We need to stick together as a group and work for each other. If we all pull together, there is nothing impossible,” the 28-year-old is quoted by the Daily Monitor.

“We all need to defend well,” he added, “If we defend well I know we have good strikers who can score goals. Overall we need to be disciplined.”

Coach Micho also knows they will have to summon their last sinew of energy to get something against the West Africans.

“We shall stretch over our limits but we also have got to be very disciplined when we attack, and organised when defending,” he said.

While victory or draw would further illuminate Uganda’s chances, anything short of a win would seriously dent the hosts’ chances, with their next game a trip to Kampala.

The plan

Uganda and Burkina Faso have each won once and drawn twice in the four times they have faced off.

The Stallions will be expected to come at the Cranes, with Burkina Faso hitmen Jonathan Pitroipa, Alain Traoré and Aristide Bancé pounding the visitors while Bakary Koné and company keep it tight at the back.

Micho Sredojevic is expected to play defensive with any of Hassan Wasswa and Michael Azira, together with Khalid Aucho, providing cover for the back four.

Tonny Mawejje, Farouk Miya and Kizito Luwagga should operate just ahead of the aforementioned duo, with team captain Geoffrey Massa leading the line.

Yet to concede in four Nations and World Cup qualifying matches, Dennis Onyango  should keep his place in goal, with Dennis Guma, Joseph Ochaya, Mrushid Juujo and Isaac Isinde completing the back four.

The Stallions coach Paulo Duarte has tasked his charges to be resolute and break down Onyango’s wall of defiance.

“We must wake up and correct our mistakes and promote the good things we have. We have to fight,” he told local Burkina Faso press.

Museveni to give Human Rights body more money

President Yoweri Museveni has assured the Uganda Human Rights Commission that the NRM government will increase the organization’s funding to enable it come out of donor dependence. The President gave the assurance yesterday at State House, Entebbe during a meeting with a delegation of Uganda Human Rights Commission, led by Acting Chairman of the Commission, Dr. Katebalirwe Amooti wa Irumba.

The President told the delegation that issues pertaining to remuneration are important because Commissioners should be adequately remunerated to ensure that they are able to concentrate on their work wholeheartedly. He assured the delegation that he will discuss the pertinent issues with the Ministry of Finance and Economic Planning for more funding to the Uganda Human Rights Commission.

Regarding the role of cultural leaders in the country, the President emphasized that it is unconstitutional for the cultural leaders to participate in partisan politics because they are charged with the responsibility of leading all the people irrespective of their subjects diverse political persuasions. He also stressed that those Ugandans that are involved in acts of violence will be held accountable for their actions.

Dr. Irumba reported to the President that the Uganda Human Rights Commission has been allotted Shs4.7 billion from donor funding in the 2015/2016 financial year while the Government of Uganda is disbursing Shs.7.2 billion to the Commission in the same fiscal year. He told the President that the Commission faces challenges arising from insufficient funding, none payments of tribunal awards and inadequate number of staff, among others. He observed that the performance of the Uganda Human Rights Commission would be better if the Commission received 100% government funding.

Dr. Irumba presented to President Museveni the Certificate of Award that the Uganda Human Rights Commission got in 2002 from the International Committee for all national human rights commissions that rated Uganda Human Rights Commission with an A+ as being one of the best performers. He also presented to the President another certificate of award from the Africa Commission for Human Rights that selected Uganda Human Rights Commission as the best Human Rights Commission performer in Africa in 2012.

Dr. Amooti wa Irumba also briefed the President on the work that is being undertaken by the Uganda Human Rights Commission, its achievements as well as its monitoring report on the just ended 2016 general elections. He commended the National Resistance Movement government for upholding human rights in the country saying that the Commission has continued to enjoy an uninterrupted work schedule that has made them to undertake their chores effectively.

M7 asks Saudis to takeover Uganda roads

President Yoweri Museveni has called on the Saudi visitors to attract more investors to Uganda especially the road construction sector.

He was on Friday at State House, Nakasero meeting with the visiting Saudi Arabia Minister of Foreign Affairs, Mr. Abdel Al-Jubeir who extended to the President warm greetings from King Salman bin Abdal Aziz al Saud.

The President proposed to the Saudi Government to get interested in facilitating and joining the construction of roads in Uganda.

Uganda road construction sector is currently dominated mostly European and Chinese-owned firms like China Communications Construction Ltd, Mortal Engil , Dott Services, and others.

Uganda is on a road construction binge. The first priority on the National Development Plan is to improve the condition of roads through tarmacking and maintenance. In the 2015/16 Financial Year, up to 400kms of roads are to be bituminised, 2,600kms of unpaved roads and 120km of urban paved roads are to be maintained. Currently, there are 16 road projects under way totalling to 1,143 kilometres. Major modern highways are to be built with public expenditure on roads expected to hit Shs2.3 trillion (approx. US$630 million).

President Museveni, who warmly welcomed the delegation, also told the visiting Saudi Minister that Uganda plans to develop an integrated steel industry by ensuring the processing of the abundantly available iron ore in the country. He stressed that Uganda wants to have finished goods locally produced so that the country cuts down on the cost of transporting various items in their raw state for export. He informed the Minister and his delegation that there is need to process within the country agro- products such as fruits and grains. He called on the Saudi visitors to attract more investors to Uganda so that the entrepreneurs may also tap into the wide range of processing ventures in Uganda. He also proposed to the Saudi Government to get interested in facilitating and joining the construction of roads in Uganda.

The visiting Saudi Minister Al-Jubeir said that the Saudi Government is ready to invest in projects that are in Uganda’s interest.

The meeting that was attended, among others, by the Minister of Foreign Affairs, Mr. Sam Kutesa, State Minister for International Affairs, Mr. Okello Oryem and Ugandas Ambassador to Saudi Arabia, Mr. Yahaya Semuddu.

Why roads are the preferred means of transport

The Ministry of Works & Transport and by extension government has been variously accused of focusing too much on road transport at the expense of other means of transport.  This is true and it has a basis. Over 90% of cargo and passengers in Uganda move by road.  Road transport accounts for more than 90% of the country’s transport needs. In nominal terms the road network carries an average 40,000 million passenger –km per year compared with 9 million passenger –m by air, 6 million passenger –km by water  and non by rail. Therefore road transport is by far the commonest and most readily available means of travel for most Ugandans. Although railway would be a cheaper option especially linking the country to the ort of Mombasa for important export trade purposes, the cost of investment in the same venture quite prohibitive. But even though government was to consider other means of transport, investment in road would be an option that would not be ignored because of its importance and practical advantage.

Police bans skating on roads

Police has banned skating on roads and warned that defiant people will be prosecuted.

This follows numerous complaints by the public about wrong characters masquerading as skaters, who they say grab their property through vehicle windows and on street pavements.

According to the Deputy Police Spokesperson Polly Namaye, many of these criminals normally snatch laptop, phones, bags, side mirrors, bunches of matooke and charcoal from moving trucks.

“We have given instructions to all our traffic officers to caution the roller speed-skaters on the roads that they will be arrested. They have been banned due to public demand that many of them are thugs,” she said.

Police named areas around Bwaise, Nakulabye, the City Centre, and Kawempe as some of the hotspots to intensify the operation.

Meanwhile, police has said that residents of areas such as Makerere Kikoni and Mulago have expressed concern for criminal gangs that ambush and forcefully grab their property.

Police Spokesperson Mr Fred Enanga pointed out a group called Kifesi is the one terrorizing the city and that so far over 30 of its members have been arrested in different operations by the police Flying Squad.

“Most of these are juveniles aged 12 to 16 years, they put up road blocks and steal from people,” Mr Enanga said, adding that several operations and patrols are going on especially during night hours to curb the vice.

Kayihura assures Ugandans of peaceful Easter holidays

The Inspector General of Police (IGP) General Kale Kayihura has assured the county of a peaceful Easter holiday season.

According to the IGP, the police will work hand in hand with other security agencies to ensure that peace prevails throughout the festivity.

“I would like to assure the country that Uganda police force supported by other security agencies is exerting all efforts to ensure your security and safety especially during this festive season,” a statement released by the IGP on Friday, reads in part.

Ugandans head into the Easter holidays with tensions in the Western districts of Bundibugyo and Kasese, where clashes between civilians and security officials have left over 30 people dead, many displaced and scores injured.

Proline stutter to draw at Namboole

Proline FC lost some ground in their bid to play in the Uganda Premier League next season as a 0-0 draw at Namboole’s outside play ground against Kireka United on Thursday halted their winning streak.

The Lugogo club had amassed a 13-match winning run in the FUFA Big league and current sit top of Rwenzori group.  Proline missing six first team regulars through suspension, injuries and school commitments put up a resolute performance away from home.

In the Elgon group, leaders Onduparaka (Arau) were beaten 1-0 by Zombo’s Paidha Black Angels at the Bar Okoro playground through experienced striker Abram Ogussi who had fruitful stints at Police F.C and Mbale Heores football club scored the lone strike on the day after 23 minutes.

In the other matches, Ndejje University and CRO played to a goal-less draw at the Namanyoni play ground in Mbale.

Hope Doves defeated Masaka based Synergy 1-0 at the Mutesa II stadium, Wankulukuku and Baza Holdings plays host to Water F.C at the Kawempe Muslim Secondary school playground on Friday evening.

Suspected Ugandan Al-Shabaab member arrested in Kenya

Kenya Police is holding a Ugandan national who allegedly confessed to being a member of the Somalia-based terrorist group Al-Shabaab.

According to Mr Ngatia Iregi, the Kajiado Directorate of Criminal Investigations boss, said that on interrogation Swaleh Baluku, who was arrested by at the Namanga border post on Wednesday evening, told police he had undergone training with Al-Shabaab in Somalia.

“Upon going through his phone we found video clips of terror activities in Somalia and that is when we arrested him,” Mr Iregi said, adding that  Baluku also told police he was a former Ugandan soldier who once served under the African Union peacekeeping force in Somalia, AMISOM.

The Kenyan officer further revealed that Baluku, who is currently being held at Kajaido Prison as investigations continue, claimed he was headed to Tanzania to visit his wife.

By press time it was not possible to contact army spokesperson Lt Col Paddy Ankunda over Baluku’s claims that he once served under AMISOM.

UMEME to invest Shs270bn in power extension

KARUMA FALLS: once complete d will increase access to electricity

Uganda’s sole power supplier Umeme Limited plans to invest 270 billion shillings (US$80 million) this year in upgrading its network.

According to a financial statement, the company plans to spend the money on improving services, network growth and cutting on energy losses.

“The company continues to implement its investment programme to improve the customer experience and grow the electricity distribution sector in line with government priorities,” Umeme said in the statement.

“Upon the completion, the additional power from Karuma and Isimba Hydro projects coupled with our investments in the network will increase access to electricity in the country,” the statement adds.

Umeme says the country has a peak demand of 540 megawatts against generation capacity of 670 megawatts, while state-run Electricity Regulatory Authority (ERA) says that at least 15 percent of the Ugandan population has access to electricity.

Ishma Mafabi is new Eastern Region youth MP

Independent candidate Ishma Mafabi has been declared by Electoral Commission as the new Eastern Region youth Member of Parliament.

Mr Mafabi who is son of city businessman, Lumolo Mafabi of Kampala Modernity beat his closet rival Dorothy Okware. Mafabi got 770 votes against 300 for Okware.The elections were held yesterday at YMCA Jinja branch.

Elections for the Eastern region were postponed in February following a petition filed by Mafabi whose name was missing on the ballot paper.

Mafabi accused the Electoral Commission of disenfranchising him and consequently court issued an injunction ordering EC to halt the process until a resolution in reached.

The Electoral commission could not proceed with the election which was slated to take place tomorrow following an injunction that the court issued ordering a stay of the elections pending the resolution of the case.

According to the EC, eligible participants were supposed to possess introductory letters and documents, a national identity card, voter location slip and voter’s identity card.

Mafabi had earlier on participated in National Resistance Movement (NRM) party primaries and was controversially defeated by Ms Okware. He decided this time to contest as an independent.

Radio removed dreadlocks to become ‘real father’

Social media was recently awash with Ugandan music maestro Mowzey Radio’s new look. Donning a white Tee-shirt, shades and an unkempt goatee, Radio, real names Moses Nakintije Ssekibogo, snapped a selfie to show off his new clean-shaven look.

Apparently, the ‘Juice Juice’ singer removed the dreads to get a ‘gentleman’s look’, after realizing he needs to become a father figure to his children. It is not clear if his baby mama Lillian Mbabazi also influenced him, but a friend quipped that: “Radio has been shunned by fans for his Tubonga Naawe gig; he cut off his hair to make headlines and rebrand.”

Indeed, there are claims that Mowzey and his singing partner Weasel were stoned in Iganga and that some parts of his car were vandalized, following the release of the Tubonga Naawe song, sang in praise of Uganda President Yoweri Museveni. However, the two seem undeterred and are set to stage the ‘Omwana Wabandi’ concert in May this year.

Meanwhile, another friend who saw the now clean-shaven singer said the dreadlocks seemed to suck most of the blood and fat out of him and that no sooner had he removed the dreads than some weight set in for him.
